Home District Voting Initiative
NOTICE OF INTENT TO CIRCULATE FOR HOME DISTRICT VOTING INITIATIVE
Newport Beach’s Districts have voters with differing viewpoints, preferences and priorities. Currently, election of City Council Members occurs on a Citywide basis even though City Council Members are supposed to represent specific Districts. Under the current at-large election system, a candidate can win a seat on the City Council with very few votes from the District that he or she is supposed to represent.
The Home District Voting Initiative would create a more democratic voting structure, granting the opportunity for each District to elect the Council Member that is supposed to represent them. This simple change to the City Council election process is consistent with the local election structure for city councils in many other California cities.
Stronger Neighborhood Representation: District elections will ensure that each neighborhood has a dedicated representative on the City Council, improving the representation of all neighborhoods on the City Council.
More Efficient Campaigns: Citywide campaigns are expensive and time-consuming. This Initiative will streamline elections by freeing candidates to focus on the District that they seek to represent. The Home District Voting Initiative should also reduce the costs of City Council election campaigns.
Creating Opportunities for New Leadership: With localized District campaigns for City Council instead of Citywide campaigns, running for City Council will be more feasible and realistic for a broader range of candidates. District elections also will level the playing field because new candidates will not always need to compete with well-connected and heavily-funded politicians in Citywide campaigns.
Simplified and Focused Voting: This Initiative should also simplify the voting process for all Newport Beach voters as they will be able to focus only on the candidates that represent them, not candidates that prioritize or represent other Districts.
More Responsive Government: When Council Members are elected only by their District they will be incentivized to be more responsive to their District’s viewpoints and concerns. This will improve the representation of all Districts in all City affairs. The Home District Voting Initiative should also lead to improved relationships and communication between District residents and their dedicated Council Member.
The Home District Voting Initiative will ensure that each City Council Member truly represents the Newport Beach District he or she is supposed to serve.
